Hmm just brianstorming here.

Take a piece of big ABS pipe, make two cuts lengthways down the side so you end up with a third of the original pipe. Cut some slots in it to fit 2" webbing.

Drill a hole in the top and get a 1/4"-20 thumbscrew for the tripod mount. Or buy one of these, trim it flat, and glue it to that ABS piece:

Take some 2" webbing and a cam band buckle and make a really big cam band for the scooter body. Use a tri-glide from REI or have the end sewn to the buckle. You can also glue or sew on velcro to secure the loose end of the strap.
 
That's awesome, thanks for the link. How I see how I can make that. Of course if I need tools, I'll call on Chuck! I'll use hose clamps instead of webbing and cam buckle though.
 
That mount is meant for the cheapo seadoo type scooters. It has a bit of a taper to it as you can see here:

It'll have to be trimmed to sit flat. You could just cut slots in that for the hose clamp and skip the ABS part.
 
Thanks, I'll give it a go. Once my camera is mounted on the scooter, I'm sure the video will be better. I'll see how it goes with keeping the camera on the scooter during the entire dive as it looks like it may be inconveinant to mount and dismount the camera from that mount.
 
RAM has a dizzying array of mounts as well, I'd bet you could rig up a ball mount so you could disconnect the camera. I'm not sure about the corrosion resistance of the arms, but I think they are aluminum. The thumb screws may be steel and you could get some galvanic corrosion.
