noted underwater photographers; david doubilet, on assignment for national geographic and stephenfrink, working for the monroe county TDC(tourist development council), were aboard the boat in question yesterday. only topside photos were permitted and they plan on diving the wreck this morning and afternoon for underwater photos. when their articles and photographs are published, with a worldwide audience, that publicity is priceless(yeah, i'd call that special!!!)

So Frink and NatGeo wanted the exclusive "first dive" and didn't get it? Is that what this is all about? How does that change the whole publicity/worldwide audience equation? It sounds like maybe the VIPs lost their chance at bragging rights?

I am not aware of any special rules. My understanding is, as you guessed, first come first served.Along those lines, are there rules or regulations for using your own boat? I'm guessing the standard courtesy of first come, first serve at the morring balls, but just want to make sure.
