So if I am staying at a place in Zone 1, walking from the airport to the circle out front, get picked up by a cab, it will only cost 26 pesos for 4 of us?
 
I have to hire a Harvard grad to explain that chart to me....or, can this second as a deco chart?
Oh, I am sure that any taxi driver will explain what he wants you to know. :)

You might ask a hotel clerk.

I think that rate is just for locals. Airport circle to hotel in Zone 1 looks like 75 pesos = $3.75 Usd instead of $1.30 Usd value, if you pay in peso.

Same, correct price EVERY trip. Polite, helpful, and friendly. We've had TWO drivers pull out a laminated fare chart so we could figure it out together!? WTH am I?!?!? LOL

The nefariousness of Cozumel taxi drivers has been much overblown. Most of them I have dealt with over the years have been courteous and reasonable. Of course, I never get into the 10 pesos per dollar situation with them as I always pay in pesos.
 
After 100 taxi fares I finally bought a bicycle. Maybe 1 out of 20 will be actively trying to rip me off. Half will haggle enjoyably for a few extra pesos. The remaining group simply charge the posted rate... a few guys do go way below official rates too if they're feeling generous.

And, yes the new rate cards are genuinely confusing to somethe drivers and myself at first.

My experience with drivers on Cozumel has been overwhelmingly positive. Now those in Playa are an entirely different breed of cat.
 
I have been using taxi's all week for back from the Pub, because I did not feel like walking. This has been during the evening shift and every driver has had the new laminated fare cards in the taxi and have been very professional. I travel from centro zone 1, at the union dispatch stand on 2nd, to Corpus Christi which is in zone 4. Each time I have given $35 MXN and had no problems. This evening I was talking with the driver and he was very helpful but as a 'power mad satrap of a Scuba Board moderator' once said it is as complicated as string theory.
Per tonight's driver the zone chart is correct for taxi's not dispatched or picked up at a taxi stand. For dispatched taxis or pickups at a taxi stand, there is an additional 8 peso surcharge for dispatch or wait times (fair enough). From hotels is is a different fixed chart. I also asked what the official union exchange rate was supposed to be and he said it was supposed to be $18 Pesos to $1 USD (good luck).
I had to arrainge a van from the Marina and listened to the driver tell a lady getting out of the van what the fare was and he said 110 pesos (correct) or "Eight Dollars" which was not the correct rate of 18:1, but a lot better than the previous standard of 10:1.

I got pictures of three of the six sides of the cards with my phone this evening while driving down Melgar but will try to get a clean set via a true flat bed scanner tomorrow.

I wasn't able to get a set of scans but Pony at 3P had a set of better quality photos.

My experience this week was very hit or miss. Overblown? Not from my view.
