Ok, here is what I get on google...What do the words on the charts say? I found the charts but don't understand.

The minimum is 75 pesos, or about $3.75 Usd if you pay in pesos. If you pay in Usd, they'll use 10:1 I bet.
Tarifas en zonas de la poblacion = Rates in areas of the population
That minimum is 26 Peso, or a little over a buck if you pay in Pesos. Yeah, right - I can see a tourist getting charged that - nope! I'm sure they charge hotel rates to tourists anywhere, or more if they can.
