Its the regulations here in NZ. We have some funny ones.
You must know the manufacture and 3rd party tester.
Not so sure about the WC but every other tank I have ever seen in service in NZ has it stamped on it from new.

So PST made 72's for USD? Did anyone else?

I can't definitely say only PST made tanks for USD but the other most common 72 was Norris and the original hydro symbol for them is an N inside a diamond. I think you can be pretty confident that any with the L in a C is PST as both PST and Cochran Labs were in Milwaukee, Wisconsin. Cochran Labs is still in business.

I forget. Do we measure from the top of the miniscus or bottom?

I have a couple of PST 72 cylinders that were made for Voit.
