Circlip pliers.
 
the ring goes on after, you aren't supposed to put the ring on then push it through. You need circlip/snap ring pliers, promise. There's no other way to open those things up without sending them across the room, especially in that location.

Put the boot in some almost boiling water to soften it up. It should become flexible enough to snap it back over the nub. Then have at it with the circlip pliers.
