I'm thinking about driving to Wetherill next weekend. I've never been there before, and was wondering if I could get tanks filled in the area?
 
Are there entrance fees to the park this time of year?

If so do they let you leave and come back?

No entrance fees. In and out all you want.
 
Ft Wetherill is one of the few places on the west RI coast were you can get a nice swimming area and south shore visit for free during the summer. There is a gas station and nice convienience store near OSS also.

Enjoy the scenery and check out the scenic overlook at the DEM parking lot on the left side of the easternmost cove.
 
Fort Wetherill never has an entrance fee. Actually the only park in Jamestown that does have a fee is Fort Getty, but there isn't much reason to dive there anyway. Beavertail, the other major park in Jamestown, is also free.

And as was already said, Ocean State Scuba for fills in Jamestown. They are open 7 days a week:
