They are also leaving out all of the taxes and revenues they collect from the cruise ships - which could include some or all of types of harbor or port taxes per ship or per passenger, custom fees, head taxes, dockage fees, inspection fees, pilotage fees, taxes for land tours, security services, etc...
But where does that money go?

All the taxes and fees goes into the local government coffers as well as all the service fee I suppose since the government own the piers, the pilots the security...I would imagine this number is in the millions and millions of dollars.

If you go back into town, I mean way out, you will find hundreds of local parks nicely outfitted with play equipment for kids and families. The same goes for family oriented beaches on the other side, as well as some development on westside beach areas for the "people" such as Caletita. New hospitals are going up all the time and the people have free van transportation all over the place (you may have seen the little vans "parades continuous". Compared to 1991 when there was nothing for the locals, I think a lot has been done for the people and I am sure that all cost something.

Remove the word LOCAL from this statement, and I'd imagine it's fairly correct.

This is from the taxi union chief:

Taxi drivers fear being replaced

COZUMEL, 22 June.- anticipate from the taxi drivers ' union "Adolfo Lopez Mateos", through its Secretary General Miguel Alonso Marrufo, which defend the source of work of the guild as long they have, if by the change in government intends to enter Uber or failing mototaxis that drives a local group.
When questioned the union leader taxi drivers concerning a hypothetical arrival of one of these two options in case of new state and municipal administration, Alonso marrufo made mention that the taxi service allows the support of some thousands of families in Cozumel, in the area known as the "hammers" as partners and that in case of reaching given "us as a union at the time will be defending what for 54 years we have defended and will defend what belongs to us. "
as for motorcycle taxis, said he heard the subject during the past election campaigns, then they got a couple of vehicles of this type to the island brought by those who seek to install but until now did not come over and instead the two is the re-arrival.
in this regard, he said , "but we are on alert totally for that once we can be at the time prevented what go to happen, the governor - elect has said he will be respectful of the unions, and we unions can have approach with him to discuss and propose some solutions for the transportation of the island of Cozumel within the established unions to prevail harmony on the island and in that vein we will lead. "

Gonna be real tough on the taxi drivers who become Uber drivers once they find out no cash changes hands in the transaction.

Keep in mind that new governor, nor the mayor of the island, WERE NOT backed by the taxistas. One might hope that their ability to run the island may be diminished.

It's a little like visiting someone in their home and telling them how they should rearrange their furniture, innit? :D

Not really, it's more like paying to stay in somehome's B&B and filling out a customer feedback form letting them know if they rearranged the furniture you would be more inclined to stay there next time.

It's there island to do with as they want, it's our vacation dollars to spend as we want. The situation reaches an equilibrium somehow. Appears at this time there are factions there that believe they haven't saturated the place with cruise ship business yet and some that believe they have. No reason why tourists opinions aren't just as important to tilt it one way or another.
