That sounds like a BSAC configuration with the octopus "upside down" for someone else to "take" it from you.For what it's worth, this is actually the standard setup in Japan. Here, the octopus runs out the left side. People install their drysuit inflator on the right side, routed under the right arm.
The longhose and short necklaced backup is for doing a "primary donate" where the diver removes the primary regulator from their mouth, over their head and pushes the regulator into the face of the out of gas diver whilst scooping up the necklaced backup and breathing from that.
