El Norte on its way

I was looking on Windy and I am surprised the port isn't closed now. This Norte looks like it will be around a while.
Two blustery cold fronts in rapid succession have moved through Texas during the past couple of days. This time of year they start reaching Cozumel.
 
Where do they announce the port closing? Or do they? Or do they?
The harbor master sends out an email blast to dive ops, etc., I believe. They also hang a flag out on the front of the HM's building on Melgar, or at least they used to.
 
The cenotes are open for anyone who wants to dive when the port is closed. Extra work and expense, but still a fun day.

Good afternoon, as a preventive measure derived from the warning of a North event, starting at 1600 hours the port is closed to navigation for small fishing, recreational and sports vessels as well as all types of recreational aquatic activities throughout the jurisdiction of the Island, in order for you to take your due precautions.
