I do not want to defend the scuba industry, but I would like to point out that:
I don't believe that the transgressions of different agencies reflects to me as an instructor, professional, or person.
Unfortunately, they do reflect on you, and on me, on all instructors. The public does not make the fine distinctions we'd like to make, so if we are part of "the industry" and the "industry sucks" then we get tarred too. It is not to our advantage to run around publically saying the industry sucks.

"Facts" depend on who states them. You have given some "facts" above, but we do not get to hear the other side of the matter. It is your word against no word; the agencies do not listen to that. One person's unsubstantiated word is no different than bashing; it is not a fact until both sides have been heard.
I have, others have communicated dissatisfaction, reported incidents to no avail.
Did you just say "I saw" or was there hard evidence that would stand up to scrutiny?
I have to accept that transgressions have been tolerated in the past and will likely be tolerated in the future for the sake of revenue.

It is also possible that PADI's (and other agencies') experience is that more actual, court-admissible hard facts are needed to pursue a case, that the financial and reputational costs of unsuccessful litigation are not acceptable. It is not a "fact" that the reason to ignore your complaints is revenue; you don't know the reason. that is just your hypothesis, but offered here as a "fact." Not compelling, sorry.

Curiosity gets the best of me sometimes! LOL But with a blocked button, they wouldn't be able to respond to my comments either. There would be zero possibility of interaction. So I will continue to hope for one.
 
Bar associations, and medical associations, in the US and elsewhere, adopt similar standards of professionalism. Would you suggest that the ABA and AMA should be renamed as the Pyongyang Medical Association, or the Pyongyang Bar Association?
Poor example, as many would suggest that very thing about the ABA. Despite the poorly chosen example, I think your point is valid.
 
For example, in the PADI Member Code of Practice the statement is made that a PADI Member will:

12. Not disparage the PADI organization, PADI Members or any other dive industry professionals.
When is the truth a disparagement? Are agencies really as thin-skinned as some instructors?

There is an old proverb "As iron sharpens iron, so does one man sharpen another". You can't change without feedback. You can't grow. You can't evolve. You can't improve. Criticisms are essential for you to succeed. You may not like it, but the truth can set you free. Mind you, you'll have to embrace it rather than defend your honor, but it's magic.

Feedback is a bonus. It comes in all sorts of flavors, including criticism. Rather than being defensive about feedback, you should learn to embrace it. Take it personally and grow from the truth within. No, there might not be much truth in a particular criticism, but there is always some.
 
This reminds me of the Emperor's New Clothes. The only honest person in the bunch was the little kid pointing his finger.

Out of the 47 total replies to this post, I have yet to see one that fully answers the OP's question. Except maybe one by The Chairman. Hmm.
Welcome to scubaboard! Though in all seriousness, I'm not sure how anyone could really answer what's going on with NAUI/its BoD. It would have to be a really long discussion with different viewpoints being shared of people who actually know and have the integrity to be honest in both praise and criticism.
