It was the Egyptian Navy that rescued everyone from the boat - took them to Hurghada.

I guess they didn’t have time to reach them? Means the crew was not wearing them I guess.No one has a life jacket.

That might have been part of the cost savings plan. "Nah, we don't have no life jackets. Just don't fall off." What do you want for $66-72 a day?
