It's not just over the reef, they will blast by small skiffs fishing, almost capsizing them, they will speed through a no wake zone, damaging boats against the docks and have no regard for manatee zones. It comes down to lack of courtesy, it's their boat, their water and they will do as they damn well please. Let me know how that changing behavior thing goes. Boaters aren't out there intentionally killing divers, they are just clueless and inattentive.
