Does any of this involve vacationers on Cozumel? By "resident identification card", do you mean the slip of paper they give you in the immigration kiosk when I arrive on the island? Anyone in here ever encountered such a thing? My passport and that piece of paper normally stay locked up in the hotel safe for the duration of my visit. US passports are very valuable on black markets; I won't carry mine around if I don't have to.

Mine stays locked up in my room until Covid test day. Expats on FB post about carrying photos of both on their phone sufficing.

So, if a two week vacationer encounters such a thing and they don't have their passport and that slip of paper with them, what happens? A fine, payable on the spot or go to jail? It's starting to sound like a shakedown to me, which would be very bad for the tourist trade.
I'll hang up and listen. Please, anyone who encounters such a "checkpoint", please post about it here, especially what happens if you don't have what they are asking for.

I spent two weeks in November and another that I got back from on Tuesday and have made around 8 trips to the island this year. I go back and forth to the marina every day and my LDS sends multiple vehicle loads (Taxi and POV) to the marina every day and I have not heard of any immigration checks since last spring.
Last spring the government attempted to do a fund raiser and offered a 'stream lined' semi permanent residency process for a fee (something like $800 USD). To qualify you had to be in country with an expired visa. When they did not get the participation ($$$) they expected they set up checkpoints (National guard?) and towards the end program in May they went so far as to hassle divers as they got off the boats at the marina. They were universally either shown a photo copy on a phone or told to pi$$ up a rope, they backed down.
Is this timely info or are just throwing this out in attempt to generate clicks to your website?

Saw it; it's an isolated incident at this point. I am not going to carry my passport and that little piece of paper that would be problematic for me at departure time if lost around with me everywhere on vacation unless I absolutely have to. I won't be going back to Cozumel for a few months yet, so I have plenty of time to take data.
