Mares regs with a metal second stage and a sealed first stage have an excellent reputation for cold water diving. The Proton Ice Extreme is approved for diving in temps below 37 degrees and at depths to 190fsw by the US Navy.

My own Mares regs are unsealed, and I have never had a free flow in hundreds of dives in water below 50 degrees. A close friend, (who is an ice diving instructor) uses V16 Mares Proton regs for his ice dives, and he has never had a problem. His regs are also the unsealed versions.

Proper cold water diving techniques are every bit as important as equipment design and features.

Apeks ATX 200, i've dove this reg many times under the ice and never had a freeflow.
 
Another vote for the Proton Ice and Mares.
