I believe that this is a Scuba Pro Seahawk (probably late 1990s).

There was a lawsuit in that time frame of a well known online retailer that had made knock offs of Scubapro bcd's, think of Canal St here in NYC, and sold them as Scubapro bcd's...I cannot say that is one of them but the webbing looks suspicious.Check for serial number and see if Scubapro made it.
