The diver in the picture is KidsDream. He dives with an Argon bottle for his drysuit inflation. However, his reg system is set up with the inflator hose as well in case he doesn't want to use the Argon. When I have dove with him in the past that hose is normally tucked away. The pic was taken at the end of the dive and it must have worked its way loose during the dive.

Thanks Mike,
I thought of what the hose could of been, his suit looked like it wasnt being crushed, so I doubted a drysuit hose, but I couldnt think what else it could of been. I didnt think of argon inflation.

No problem. That's just too funny. Sometimes way too much is read into online comments.
