A lot of talk here about ways to get valves out of cylinders and very little talk about making sure the pressure has been released first.
Just make sure you confirm there's no pressure in the cylinder before you take a 6ft wrench to the valve. It's bloody dangerous and the consequences are horrible, I've seen/investigated a few near death injuries.
Open the cylinder valve
Blow some air in with an airgun
Listen to hear the air escape again.
If no air escapes, no air went in. This indicates a potential blockage or valve issue and means you can't confirm the cylinder is empty. Take it to a hydro shop, they'll have the right tools/processes to sort it out.
I know everyone posting here is a highly trained technical expert and the above checks are implied but anyone at home could be reading... figured it was a good place to drop a note.
