Best regulator. No money limit!

There is no single “best”.
The best one is the one that fits your diving needs, frozen, cold, warm, etc.
And the one that fits your service needs, self servicing or dive shop.
If it’s dive shop then pick the one that the shop will service, it’s usually one they’re a dealer for.
Avoid cheap knock-off brands, go with established companies that have a good history.
And if you know enough about regs to pick between pistons or diaphragms, that also factors in.
The most expensive regulator is not always the best.
Also know that everybody here will tell you that whatever they use is the best.

Best regulator? Oh boy. The answer depends on a number of things. If you are a recreational diver that wants to own just one set for recreational diving in tropical waters then I would recommend:
Atomic Z3, but any atomic frankly. They are all very finely made and breath excellent.
Scubapro Mk 25
If you wish to dive cold water, then I would not use the above. My choice would be sealed diaphragms.
Apeks XTX-50
Dive Rite XT
I have owned both of these and they perform quite similarly. Dive Rite's customer service in USA is better than Apeksbut you are in Europe so that may be the other way around for you.If you are a technical diver who wants to own 8 regulators then Dive Rite will be the better choice because they let you service your own regulator and save some money. If you have unlimited funds then that feature may not be appealing to you.
Is there a regulator out there that would be significantly better than the above? I doubt. Are there other regs that perform at the same level as these, sure.

As others have said there is no "best", just best for you and your needs/wants.
I'm a big fan of Apeks, reliable, simple, easy to self service and great performers.
If you don't need two hp ports you can't go wrong with a DS4/XTX50 set.
Personally I dive Apeks FSR first stages as I like two hp ports, I now use SP seconds G260 and G250Vs. I think the G260 is a better second stage than the XTX range. I self service so mixing and matching is not a problem.
If you don't want to mix and match I'd recommend the DS4/XTX50.
There are many good regs out there and the difference in performance is almost negligible. Buy what you can get serviced easily, like the look of and that suits your diving conditions.
Personally I use a Perdix, it's just a dive computer, it's a nice size, robust, I can see it and can use the buttons wearing dry gloves.

If money was no object to me, I might just have to go with Posiedon.
What I do dive is a ten year old Sherwood Blizzard first and whatever vintage metal seconds I have available at the time. A ScubaPro 109, balanced or not, is usually one of them lately. I got a vintage Poseidon Cyklon running, which may become my favorite.

i use a MK25 EVO A700, solid solid reg, getting myself an Apeks XTX50 sidemount kit real soon.
