While googling for new info, just bumped into news that the attacks are associated with a single tiger shark:
They also state following:
"The committee attributed the attacks to the shark’s presence in shallow waters given that it is mating and egg laying season, which is from mid-April to the end of July. The committee added that the reason behind the attack was likely food."

Above sounds like nonsense. I can imagine it being a single tiger shark but tiger sharks mate in northern hemisphere between march-may and they actually do not lay eggs, the eggs hatch inside the womb and grow there.
