Although this thing sounds entirely ridiculous...
Just out of curiousity, if you wanted to screw with someone under water, wouldn't you just yank off their mask?
And it sounds like the DA is not pressing charges. This sounds more like some kind of civil complaint--I don't know the law there, but in some places you can press a civil complaint for attempted murder.
But I go back to my original question --if I wanted to really screw with someone under water I'd remove their mask, then maybe cut one of their BC or backplate straps, which would pretty much occupy them. Hell, get behind them and just undo the damn tank strap.
Of course, there is that whole James Bond spear gun fight thing --that would be cool.
And then there is CDNN writing about this, which is like getting your news from the Cartoon Network, except Cartoon Network has more accurate colors.
