While addictive in its effect and its pharmacology, Valium is a strong depressant and should be avoided prior to diving like any other strong drug. Being too relaxed underwater could lead you into situations beyond your capability to respond or make safety related descisions.

Maybe you should discuss this with your doc. My opinion and perspective is that of a dive professional that would disqualify a potential diver from diving while under the influence of this drug or any other strong depressant.
