We are in contact with consulat and ambassy in France and Vietnam but we can't get any more information for the moment, they are closed until Monday !!! We are already considering to go to Vietnam next week, we have some contacts in Vietnam trying hardly to help us. Thanks again

I wish there was more we could do to assist you. If any questions develop that you would like for us to try to answer, please do let us know. France certainly has two embassies in Viet Nam - see Foreign Embassies and Consulates in Vietnam, and they have one in Paris - see Embassy of Vietnam in France

We do not know if Philippe was a member of DAN Europe or DAN Asia, or if he was insured by either, but they still should be willing to assist with some information when asked, and if he was insured - then may well help more with arrangements & expenses in returning his body, as well as with your travel to there if needed.

2 foreigners drown near Phan Thiet, 1 saved
Two tourists, a Russian and a French, died while snorkeling in the central province of Binh Thuan Monday, local police said. A Russian man was rescued by fishermen.
The dead have been identified as Philippe Bousseau, 47, of France and Alexander Nikolav, 42.
The rescued man, Pavel, who was found by fishermen off Cu Lao Cau beach in Tuy Phong District, was pulled ashore for first aid.
He told them the other two were underwater, but by the time the fishermen reached them, they were already dead.
The three had been staying in different hotels in the resort city of Phan Thiet some 110 km away.
The bodies were sent to the Binh Thuan General Hospital. Autopsies will be done today in the presence of consular officials to identify the cause of death.

Par ailleurs, si votre frère était un plongeur certifié en France, il se peut qu'il ait souscrit une assurance via la fédération française. Si c'est le cas, ils peuvent également vous aider dans vos démarches et peut-être payer votre déplacement au Vietnam.
L'assurance offerte par la FFESSM est contractée par le Cabinet Lafont et gérée par Axa.

Je ne pense ppas que mon frère ait une certification de plongeur en France car il vivait à l'étranger depuis de nombreuses années, ilvenait de quitter l'ile Maurice ou il avait vécu 10 ans il y a deux mois ppour travailler au Vietnam. Je me renseigne et vous remercie de votre soutien et de votre aide. Je vais me renseigner car nous exploitons toutes les ppistes. Nouus avons des contacts au Vietnam qui nous aident de leur mieux et a qui ous avons fait une procuration pour les démarches mais en fonction des réponses de l'ambassade que nous esperons obtenir aujourd'hui nous envisageons de nous rendre sur pplace.
Concernant les possibles assurances de plongée fonctionnent elles même pour le snorkelling ? Car à ce jour nous ne savons même ppas s'il était en plongée sous marine ou en snorkelling.

Encore merci de votre aide de la ppart de toute notre famille.
