I am certain it is illegal to fish with explosives.
Explosives are an illegal substances in most places on this earth for civilians
The place in Viëtnam were this happend is a true paradise, and if you google the name of the place you will see that they are trying to make the island into a protected fish and coral sanctuary due to the unique corals there.

I would be highly suprised if the local communist governement would take no action against civilians and poachers trowing high explosives around.

Yesterday we have say "good bye" to my brother, now he can Rest in peace.
We are now waiting news about the inquirie and the autopsy, it will be long but we are gonna do all our best to know what happened... I'll give you informations about what happened.

The location was given in press reports as Cù lao Câu. This is an island about 9km off the coast of VN, approximately 100 km south of Nha Trang, and also not too far from Cam Ranh Bay. It was my understanding that the area surrounding Cù lao Câu was a protected marine zone.

Okay, thanks. That was not the island I was thinking about. I set up a dive trip for our Pararescue personnel to a small island about 60 miles south of DaNang, which I knew as Ku La Rey Island (spelling I'm sure is off, but maybe the pronunciation is close). It looked to be a paradise for diving, as I flew over it in a HH-53C Super Jolly Green Giant rescue helicopter. It had a fringing coral reef, beautiful white beaches, kids snorkeling and spearfishing...it looked great. However, I was not able to go, as I was sent to Bein Hoa on TDY during that time. I've always wanted to dive there though.

@ Dandy Don, mate the wars over, Vietnam is 100% safe, the last few diving accidents over the years have resulted in the families pressuring their embassy to pressure the local governments for a true and open investigation, no danger in asking for that.....
