The V32/Proton Ice is a very good choice. I think you'll be happy with it.
 
I own the MK17/G250V and Its an excellent reg. Breathe's great and very reliable. I have necer used Mare's regs so can not comment on them I do also Own a Set of Atomic M1's as well MK25/S600 and the G250V for me feels as it breathes slightly better then the S600 and just about where the Atomic is. So for me If I was choosing I would go with MK17/G250V excellent combo that you can take and Dive anywhere. Not to mention it's history as great work horse and reliable reg.
 
I need a matching Octopus and apparently, there is a Proton Ice and Proton Ice Extreme Octopus. Anyone knows the difference between them? Is the difference the dry kit?

got the 250 / mk17... there is a reason why halcyon copied the g250

Are you going to be diving in water cold enough to require a "cold water" 2nd stage? If you plan to be diving in Southern California, or warmer water, then you don't.

Any good quality 2nd stage can be used as an octopus. It does not even need to be the same brand; but it is often easier when it comes time to service the regulator if it is the same brand.

If you want to stick with Mares, I'd suggest a regular Mares Proton (plastic) as the octo; you can get one for < $100. The Ice and Ice Extreme 2nds would certainly work, but will be much more expensive, and are "overkill" for where you plan to dive.

FYI: The "dry kit" refers to the first stage, not the 2nd stage. The Mares metal 2nd stages are very "freeze" resistant due to their heat conductive properties; but any all-plastic 2nd stage should be 100% fine for the areas you plan to dive.
