As duckbill says, it isn't required to copper plate brass, but a few small pieces of brass will most likely not be all that is on one rack in a plate load. So, your brass parts get to go along for the ride with some other parts that do need to get brass plated.
Some shops may also always do the copper plate/strike is part of their written process, as such they may not ever change the process for a few brass parts unless they have a process spec specifically for brass.
Its that ISO thing and may be part of the warrantee. It can also make it easier for the new guy on the line to keep from screwing up the process.
