A dive before offgasing (from a previous dive) is complete.

Complete will depend on the decompression model you follow, but 24-hours is good for most every dissolved gas model (6 cycles of 4 hour half-times).
 
The traditional definition is any dive made at least 10 minutes, but not more than 12 hours after a previous dive. Any dive made within 10 minutes of a previous dive is not a separate dive, the times are added together and they are figured and logged as 1 dive. PADI's RDP does not have a minumim surface interval of 10 minutes and it clears in 6 hours, not 12, so I imagine their definition of a repetitive dive has changed since they introduced the RDP.
