We file our dive plan with the boat and a least one non-diving acquaintance. It's understood that full disclosure is expected in any write up. I imagine it could be a lot easier to initiate near popular cave sites.
 
In an investigation, I doubt local law officials would abide by such a document. And would your buddies and or family have access to this information in a timely manner? How long is it held during an investigation?
In the case of Ag, a statement was issued which was very helpful, but we were still left with alot of unanswered questions.

I guess it would be your family releasing all the information THEY have. Agnes and I were friends, and had discussed this issue in the past. I told her about the clause I had added to my will, and she said she thought she would do something similar ( I do not know if she followed up with this). I have my own feelings about her priorities while diving, which we had talked about a number times, but I know that (at least previously) she was in favor of fulll disclosure of the circumstances surrounding diving accidents.
