The honchos on the "little" boat should be shot.
The AH's on the big one one should be drawn, quartered and disrespected. (That's a heavy slam here in the U.S.A. these days.)
 
Chuck, you're spot on.

Colregs aside, doesn't this look like some fool who chartered too much boat and then let some nincompoop (possibly himself) take the helm? I've seen this before--frozen glassy stare, "this isn't happening to me," no change in power, but the wheel hard over in precisely the wrong direction.

Of course, one of the worst things that can happen is to be on a dive and see your boat next to the wreck you're diving!
