I saw your name on the PSI website for San Marcos but it says you work in SAT. Otherwise I would have skipped all this nonsense and came straight to you.
 
Are we 100% positive that they were talking about painted exterior and not the interior?
In the latter I guess you can still hydro it but many shops would refuse to vis them

Otherwise the shop just throws the business out of the window.

Now here's something interesting. I just picked up a rental AL80 and you might be suprised what it is:

3AL DOT-E6984 3000 USD first hydro 5/78

This is a 6351 tank. I hope/assume that this means the LDS does Eddy Current tests and aren't arbitrarily discriminating against older tanks.

Dont bet on it. I have subcontracted for a shop that has the policy of not servicing any 6351 tanks for customers (due to safety reasons), and will do what they can to sell them a new one. Yet, thier rental tank fleet is about 75% 6351 tanks.
 
Just got back from diving... it had a good fill too: 3300psi. That was measured at 8am when it was still cool.

I too am curious which shop in the Austin area told you this? Out of the 3 shops I would use; Scubaland, Tom's, and Dive World would not say such a thing. Since you said the tank has a "Free Air Sticker" on it, I am thinking you are referring to Scubaland, and out of the 3 Scubaland location, none of them would say such a thing. I would have a hard time believing someone at those shops would say anything remotely close to that.
 
The dive shop and scuba tank comedy hour continues!

It will never end, one dumb LDS get replaced by another dumb LDS and the comedy goes on.
