I know the recent histories of all my tanks. I always open them up and check them out before taking them to someone else. They are steel, and if I don't find any rust I think it's pretty much a no brainer they are still good as far as the internal visual goes. The tanks that I fill myself get the same check, and if no rust is seen a notation is made so I know when the next year is up. No sticker needed. It's not rocket science.
The only time I feel the need for expert opinion is if I find rust or I want the sticker. Haven't found any rust yet, but might someday in the tanks that are filled from someone else's compressor. So, really, those tanks that are stickered are the first one's I'd predict to find rust in. Kind of ironic, isn't it?
