I fill my own, so I always make sure I have between 3400-3500 at room temp. Our din fill whips are hooked to a flow restrictor for PP blending. It only fills 100 psi/min. Even at that rate. My AL80s are filled to about 3150 warm and depending on water temperature, will usually be between 2900-3000. I usually have to most air left after a dive, so a couple of hundred psi is not a big deal for me.

My point is that the same gas laws apply to all cylinders. An HP cylinder's pressure is not that much higher than the common AL80 though the work to get to 3442 is proportionally higher.

If you do not have the opportunity to allow a fill and extended cool (hours) for a meaningfull top off there is nothing the fill operator can do short of overshooting for a correct 70F fill.

Not all dive shops will overshoot so the best you can hope withiut making 2 visits for is that they fill slow from banked gas.

I have been in shops of every flavor including the fill my own opportunity. You can influence fill rate, you can ask for an overfill but that does not mean you will get it.

I have never been in a rental situation but I can certainly see asking for a perfect top off when grabbing a tank from the rack.
