I have done my own ever since i saw a LDS pull off the old sticker put on a new on without opening it up and with what sounded like a dip tube rolling around inside. I have a local hydro shop that does bulk medical o2 and industrial cylinders that does my hydros for about $15 a tank. I also rebuild my own valves every hydro cycle and service my own regs.
