PSI says it's the first day of the month. I forget what page of the manual.
The excuse given is that the visual inspection is good for up to 365 days (one year) and since we don't punch the day on a VIP sticker, it's possible to "break the law" since we don't know if the cylinder was inspected on the 1st day of the month or the 30th day of the month.
By Mark's interpretation, if your cylinder is inspected on July 1st of 2024, and you get it filled on July 11th of 2025 without a new Visual inspection, then you've filled a cylinder that might possibly be out of inspection by 10 days.
I know, I know. Don't blass me. It's what the PSI manual says. I did ask both dive shops in the area and they just look confused and said "the end of whatever month the sticker's punched".
I suspect is more of a liability issue than an "anyone actually cares" issue. If a cylinder explodes, the lawyer is surely going to subpoena the inspectors records and when he see's it's been 375 days since it was visually inspected last that's probably gonna win him his lawsuit against the dive shop who filled the cylinder.
