SP14157I thought all of the PST 3500s and E-7/E-8 3442s were the same SP/exemption. What is the SP stamp on the E-7 120?

No, it was a PST 100 they wouldn't fill and an XS/Worthington 120 they filled. He didn't know it was a Worthington...I'm confused they wouldnt fill this tank or are you talking about a different tank that was under SP9791?
If it's the latter then I would educate your dive shop that there are no issues filling Worthington tanks that fall under SP14157.
SP14157 used by Worthington is valid until 2026-08-31 and was renewed on September 29, 2022. This is typically listed as Worthington X-Series, 3442psi. Sold by XS Scuba.

Worthington as a company is still very much in business but from my understanding the plant in Canada that used to produce steel scuba cylinders and other industrial steel cylinders closed down in 2014. The good news is Worthington continues to renew SP14157 so far.Is Worthington still around?

Does anyone know if these tanks can still be filled in Canada?Ouch, quite surprised to see that way of doing. Are all the tanks in the US dependent on such permit? Is it something that exists elsewhere?
