As many people are aware, this past spring, there was the issue where the speical permit for 9791 cylinders expired before it was renewed. There was an approximatly 5 month time period between when the special permit expired, and when the special permit was renewed. Some hydro shops automattically assumed that the cylinders should be condemed because the special permit expired, and then when it was later renewed, the cylinder owners were out of luck. According to the DOT, the cylinders should not have been condemned, just not tested. Attached is the statement from the DOT stating this. If you are a cylinder owner who had cylinders condemned because of this, you might be able to use this to get the hydrotester to reimburse you or get you replacment tanks.
