Good find! I would point out, though, that the reason you want them refilled before use is because the contents are unknown. It could have nitrox with the labels removed or filled with low-quality air for some reason... anyway, just not worth it. The age of the air is quite immaterial; air doesn't get old.
 
If you don't use the air that's in them what do you actually lose? a few dollars/pounds on a fill in reality.

As others have already said you don't 100% know what is actually in them, air or nitrox. They need a viz so just get them done and you will know they are ok and the air inside is good.

Actually, if there was rust inside, the O2 in the air would get used to support that oxidation, and the percentage would drop. Just a little more reason to get the visual.

It seems that there is a complete consensus that the diligent thing to do would be to get the visual and refill, and that's what I'm planning to do!
