I have seen the shortest swim fins, for swim training only. But since my fins have only been trimmed a few inches, I can still use them for warm water Scuba, as they retain most of their power.
 
i got 2 identical pairs of fins in some used gear a while back and used the oportunity to experiment with customizing and comparing to the original. I did no formal testing but I can say that when trying both pairs on in the pool without otherwise modifying my gear, the "nipped" fins gave me comfortable propulsion while adding increased maneuverability. overall if i remember right i cut them down from 24" to 18" with a bandsaw then smoothed out the cuts with a propane torch. After comparison i went ahead and cut down the other pair too and they work great for all purpose fins that are easier to pack for travel. :)
 
I am a bit like Lucille Ball, if i tried that propane Torch trick, i would start a Flaming Fin Fiasco!
