They've been shipping the new ones since the 7th and cruise control is an Easter egg within the program.

I watched the video and it made me think I could do this to my two month old Blacktip using the VESC tool.

What am I missing here?

I guess when all else fails I will ask the manufacturer.

I’m sure you’ve seen it before, but there is an open-source version of the firmware (based off the exact same code base) that has cruise control as an option. It’s been out for several years now (I think?) and I haven’t heard of any issues. It’s trivial to switch back and forth between the different firmware versions in VESC Tool.
