You have to talk to the right people - not the top people.
People somewhere in the middle or bottom know what's going on, but the people at the top don't. A classic symptom of a company with bad upper management that has already started on its death spiral. Bad upper management eventually yields an internal culture where people in the middle or bottom are afraid to tell their bosses the truth or the people hearing the truth are too incompetent (in their assigned role) to understand or believe what they are being told. A common corporate malady.
