Some good news is that the Government has formally announced a suspension on the 4th pier. So with the current politicians in power at the federal level, its a no go. Maybe after 3 more years when a new govt is elected then the developers will try again with new leaders to bribe. So for the time being it looks like Villablanca is safe from further development.
Will this also suspend the clearing and construction that is ongoing across Melgar from where the pier would be?

That federal order applies to the pier only. The land clearing across from Sand Dollar is complete. It took government officials about 10 or 11 days to act and shut it down because they didnt have permit to remove the downed trees. The clearing of the land was rushed through because there was a tree cutting permit issued by the former mayor Juanita Alonso Marrufo and has a specific time attached to it. I think she is related to Pedro Joaquin who was mayor who approved permits for the pier.

I have been going to Cozumel since 1978, and since then I have seen numerous construction projects on the island that have stalled out and stood partially complete and untouched for years. Here will be another one, I guess.

Someone should come up with a two day tour of all the half completed projects and or the delapidated buildings including the back stories

The one I remember most was a high rise near the El Cid / La Cieba complex that stood partially completed for years. I'm not sure what it became when someone finally finished it out.
