Why sometimes the fish skin is hard and sometimes no?

I stayed in the lagoon for years,and the fish here are very abundance.Almost all kind of fish can be eaten here including Puffer fish(Have to know how to prepare).
The question is:
There is few type of fish the skin will become very very hard(like rubber)when you cooked them.But it depands on the time you get the fish.For example,Like squirrel fish and bat fish,there is a time to fish them so their skin is not hard when you cook them.Even the most experience fishersman here don't know what is the best time to get those fish when their skin is not hard.
Some said that it is depand on the moon(full moon,half moon...).If you get the fish while it is full moon,then the fish's skin is hard.When is halfmoon,then it is.....But We tried this,still the same.While some said if the fish is fat(got plenty of oil inside it then it is not hard skin).Eventhough,it is still the same.I think this is only happen to lagoon fish.
