Call Dave Zapalla of Advanced Hydrotest. I'm sure you know him or have heard of him already. He's always been very friendly and laid back to anyone he's met. Since you're not talking about setting up a business that would compete with his, I'm sure he'd be more than willing to give you advice. I'm pretty sure he's also certified as a hydro trainer. His set up is in his garage, so I'm sure he can help set up something on the smaller scale.

@Wookie, if this is still a need, you might contact Rudy Mola. He was a DOT trainer/certifier for hydro stations back in 2013. He was in Sunrise, FL.
