Zippered pocket on the flap of a waistbelt pocket for ST diving.

Same on right leg pocket for tech dives.

Whistle and mirror are looped together with a single cord.
 
My right Pocket with my wetnotes/ mirror ( red/silver) / and whistle. Because I have a DIR configured system I always have my two scout light on the harness. SMB /reel is usually clipped to my D-ring crotch strap that is slid all the way up in the rear so I don't sit on it when I have to.
 
There is no "immediate" need for a whistle, put the dangly stuff on a bolt snap in your pocket.
 
I've got quite a few dives, recreational and technical...long hose hog rig, deep and shallow, high current and no current, etc... and so forth...
all with my whistle hanging from a bolt snap clipped off to my left shoulder D-Ring. I can blow it without unclipping if I need to
It's never caused an issue for me there.... I don't recall ever even noticing it there while diving

It will cause an issue when you least need it - like on a deep, no light on the bottom, deco dive when you *really* need a backup light to signal your buddy.
 
I keep whistle, signal mirror, smb, reel, and small strobe either in pocket shorts or in a pouch on my waist. However, I don’t have a lot of faith in a whistle. SMB and mirror are going to be my first choices for daytime signals, strobe for night. Whistles are hard to hear on windy days, especially if the boat is upwind.
 
what does a whistle have to do with a light?
Backup lights are clipped to the shoulder Drings too, and on your left shoulder Dring there are stages and deco bottles as well - all things you actually use underwater (unlike a whistle). The more crap you have clipped there the more likely you are to unclip the wrong thing or get all those bolt snaps tangled with one another with numb hands.

Whistles and other things not in current use (spools, SMBs, spare masks, cookies, REMs, arrows), all that stuff belongs either: 1) at home if not needed or 2) in a suit pocket
