I believe they can't by hydroed either...
They can be hydro tested. They can not be stamped.

ECS Tanks are made in Germany (Apolda) but they say "Breathing Gas." I wonder if the cylinders were for the UK market but given who owned that would not make sense. See this link: DIR Zone

i think all ECS tanks have breathing gas stamped, mine came from Spain, and has this too, + G1 (air)
 
they look like 15L. To thick for 12L and too small for 18l. 18's are huge. And I don't know that much people using double 18's.
