When I was first certified in 1968 there was NAUI and YMCA available in New Jersey, but a lot of shops issued thier own C card without an agency affiliation. That was my first, got it from Underwater Sports of NJ - didn't see them on the survey list 
. Since I got back into diving a few years ago it has been PADI - that's what was at the shop I went to.

Well, since newcomers like PADI, etc., didn't exist when I started diving, I got my OW certification from the grand daddy... Los Angeles County. I do have other certs, but that one is still the best of the bunch based on my experience.
