What is a "Dive"

Another point, if the shop is PADI then dive #1 is ONLY a tour and no skills whatsoever. I incorporate skills on the "tour" portion of the next three training dives as I don't like kneeling on platforms anymore. JMHO-M
 
Here's the text from my PADI Instructor Manual:

4. For training purposes, an open water dive is a dive during which a
student diver spends the majority of time at a depth of at least 5 metres/
15 feet and:
a. breathes at least 1400 litres or 50 cubic feet of compressed gas.
OR
b. remains submerged for at least 20 minutes.
5. Training dives must include all activities outlined in the particular
course Instructor Guide and must also include:
a. a briefing
b. preparation to dive (equipment assembly)
c. an entry
d. an exit
e. a debriefing and equipment disassembly
f. logging the dive (See Administrative Procedures)

If it were just a matter of being cheated or not, I would agree with Doc. But in the case that spectrum lays out, they are not following procedure (If it's PADI)

All the students I deal with put their gear together and take it apart every class, at least once. By the time we get to the checkouts, it should be almost second nature, but it's still required to consider it a training dive.

Not sure what agency you're going through, but PADI requires full disassembly and assembly of gear between all check out dives for the dive to be a true training dive. If the shop you're going through is PADI and they aren't doing that, they aren't following PADI standards.

And yes, the tour is an important part of the training dives. It give new divers a chance to increase their comfort level under water.

Well I am glad I went with SSI on my certification....Oh yea I forgot......Which agency did you say did your certification?
