What if the water gets into first stage?

If you are seeing water or water vapor inside a working SPG, it is entering through the case and not through the 1st stage.

How did he test the casing?

Most SPG have a pressure sensing coiled metal tubing inside the case. It is sealed and unwinds a varying amount depending on the pressure difference between the tank pressure and surface pressure (inside the sealed case). If the tube fails then the pressure ion the case will climb to tank pressure and a plug in the back of the case should blow and relieve the overpressure. Most of my SPGs have a screw on face cover that is o-ring sealed. Water gets into the visible area of the case if the plug/case leaks (retire the gauge) or the o-ring fails (may be repairable).

I just repaired one of mine that had a bad o-ring and cracked lens and the only way I could test it was to dive it. The repair looked good at 50 ft.. I guess a shop might be able to test the case if they have a pressure pot. But most shops can only test for accuracy, not the integrity of the case.

good ideas, this problem happened to me a while back and I'm still trying to work with the water damage!
