This is an interesting item from a safety perspective. I had always taken it for granted that all scuba tank valves had burst disks, until I came across this broken-knobbed J-valve (see photo). It is marked "Made in USA" but has no manufaturers label. It has a HP port for a gauge (now occupied with a port plug) angled off to the side, but no burst disk. Perhaps this valve was intended for use with a gauge that contained its own blowout plug. Or perhaps there are blow out plugs that can be screwed into an HP port instead of into a special burst disk socket like what I am used to seeing. Dacor made a valve with an HP port, but it ALSO had a burst disk. This would prevent someone from putting a port plug where the burst disc is supposed to be.
 
A flip side picture would prove it. Both Dacor ad Healthways used similar valves

The bust plug is flush with a slot threaded in under the reserve post extension. They are a bear to get out, and the new vented plug style but plug fits very poorly on them.

It looks identical to one of the Dacor J valves I have in the closet, right down to the made in USA markings. On mine, the opening for the burst disc is located on the outside of the angled web between the neck of the valve and the base of the stem for the J.
 
Here is a shot of a Dacor valve. The Dacor definitely has a blowout disk in addition to the HP port. I'll post a picture of the front of that other valve in a little bit. I think that it is probably a Healthways from what is left of the knob.

My brother has a US Divers manifold (not being used) that has an actual blow out plug. It's a solid metal piece that shoots out like a bullet if the tanks over pressure. My local dive shop has a hole in the wall near the fill station from one of those. It's good that it was pointed at the wall.
