Just curious.... I can't find the definitive answer looking through the threads or on-line information. Was the father who bolted a certified diver or a third DSD? If he was certified, what level was he?

My memory is that one of the two thousand threads explained he was a DSD, required by the Scouts to be there so the instructor would not be alone with the two kids.
